RCMP E Division’s New Headquarters:

• will be the largest RCMP Division headquarters in the country; a LEED® Canada gold certifi ed, 76,162 sq. m. facility.
• will accommodate the largest number of operational and integrated units of all RCMP Division headquarters in the country.
• will entail the largest move coordination effort in RCMP history.
• will be the only RCMP headquarters facility with a post-disaster building. If the main facility cannot function due to a natural disaster or other occurrence, the postdisaster building will keep operations running.

2013: Moving in

Site preparation at the Green Timbers site in Surrey began in April 2010. It is expected that up to 2700 employees will relocate to the new facility in 2013.

Valuable Partnerships: Integrated Units

One of the most important aspects of the RCMP’s policing efforts in BC is its partnerships. Integrated units are made-up of law enforcement personnel from various policing agencies and sometimes include skilled members from other partner agencies such as social and health care workers.

Our Headquarters is Relocating to 14200 Green Timbers Way, Surrey, BC Starting January 2013

Background

The RCMP E Division Headquarters Relocation Project is a major Crown initiative to relocate and consolidate existing RCMP headquarters units throughout the Metro Vancouver to a new site in the City of Surrey known as the Green Timbers Site.

Presently the RCMP E Division Headquarters personnel are inefficiently housed in aging facilities at the Fairmont site at 37 Avenue and Heather Street in the City of Vancouver, and at numerous other locations through Metro Vancouver.

The Fairmont facility was non-purpose built, is significantly overcrowded, poorly located operationally and reaching the end of its useful life. The Green Timbers site will provide a central, integrated, purpose-built headquarters facility for E Division. The new facility will meet current safety and security standards.

Project Costs

The project is being procured as a public-private partnership. The Government of Canada and Green Timbers Accommodation Partners signed a Project Agreement on April 22, 2010, whereby Green Timbers Accommodation Partners has agreed to a fixed price of $966 million to design, build, finance and maintain the facility for a term ending 25 years after construction.

Included in this amount is $263 million for design and construction (including $120 million which will be paid by Canada during the construction phase) and $703 million for project financing, building maintenance, and lifecycle repair and renewal over the term of the agreement (25 years post construction). Additionally, Canada will pay $8.9 million in insurance costs over the 25 year period for a total of $975 million.

Canada will make monthly payments to Green Timbers Accommodation Partners, upon service commencement, over the 25-year maintenance term.

Green Timbers Accommodation Partners has also agreed to a time schedule that will see the construction of the facility completed by December 23, 2012.

How does a new Headquarters Improve Policing in BC?

Right now, Integrated Units and RCMP E Division headquarters’ employees are working out of 25 separate locations throughout Metro Vancouver. A new headquarters facility will help the RCMP improve teamwork, operations and community safety.

Building stronger working relationships.

Bringing 2700 employees and a majority of integrated units together will help build stronger working relationships and enhance approaches to operations and service delivery.

Improving response and community safety.

The Green Timbers location in Surrey allows for better access to highways and major roadways. This will further support operations, improve response to natural disasters and assist in serving the needs of citizens and communities.

Creating better ways to use our valuable resources.

By relocating to one facility, the RCMP will eliminate current resource redundancies, costs related to travel time between sites, and expensive upgrades and operating costs for outdated buildings.

9500 RCMP Employees Working to Keep our Communities Safe

The Royal Canadian Mounted Police (RCMP) provides municipal, provincial and federal policing services throughout BC. About 9500 employees serve more than 390 communities and BC’s 4.5 million residents.

7000* RCMP Officers Serving Communities throughout BC

Of the 9500 RCMP employees in BC, 7000* are RCMP police officers responsible for front-line policing such as responding to emergency calls, criminal investigations, traffic services and crime prevention. They also work on initiatives that expand beyond BC’s borders; for example, organized crime, immigration, customs, national security and commercial crime.

2500 RCMP Employees Strengthening RCMP E Division

About 2500 of the 9500 RCMP employees in BC are Civilian Members, federal Public Service and municipal employees delivering essential support services that help strengthen the RCMP’s crime reduction efforts. They work in community relations roles and within our headquarters managing business, training and administrative duties that are important to our operations.
