Officer in Charge - Superintendent Chris Kennedy

Chris joined the RCMP in 1980 after completing his degree at the University of Western Ontario. He has an extensive operational policing background as an investigator and supervisor in plainclothes and 9 years on Burnaby’s Emergency Response Team (ERT) where he finished as the Team Leader.

Chris was awarded the "Star of Courage" from the Governor General of Canada for assisting in the saving of two people from a house fire in Burnaby, BC in 1984.

Chris was seconded to Justice Institute of BC from 1992 to 1996 where he served as the Advanced Program Coordinator/Instructor for the Academy. During this time Chris completed his Certificate in Adult and Continuing Education from the University of Victoria and served as a researcher/adviser to the BC Policing Commission of Inquiry (Oppal Commission). For the last 12 years, he has remained as an adjunct teaching faculty member with the JIBC. 

In 1996, he was promoted to a supervisory position in charge of North Vancouver Detachment’s General investigation Section (GIS) where he performed in various supervisory roles. He was transferred from the North Vancouver Det. Professional Standards Investigator position in 2003 to serve as the lead investigator on a provincial policing initiative titled Project EPIVOT. This investigation dealt with a number of policing complaints against the Vancouver Police which were forwarded by the Pivot Legal Society on behalf of citizens of the Downtown Eastside of Vancouver. 

Chris received his commission to the rank of Inspector in February of 2007 serving as the Operations Support Officer for North Vancouver Det. In May of 2008, he was transferred into the position of Operations Officer for North Vancouver Detachment. In December of 2011 Chris was promoted into the rank of Superintendent and is currently the OIC (Officer In Charge) of the North Vancouver Detachment.

Operations Officer - Inspector Dave Attfield

Dave joined the team at North Vancouver Detachment in August, 2011. He is originally from the Ottawa Valley and joined the RCMP in 1993. Dave has been the Operations Officer for the North Vancouver Detachment since August, 2011. He is responsible for most front line areas including patrol or General Duty, traffic safety, and first nations policing.                               

Dave’s past experience is split almost evenly between plainclothes and General Duty functions. Prior to joining the North Vancouver team, he served for 9 years at Surrey Detachment, most recently in charge of a large General Duty Watch. In that role, he
was responsible for all police operations that occurred over a 12 hour shift, supervised approximately 60 watch members and had general oversight of any other units conducting operations in Surrey. Dave has extensive experience as a front line commander and has led the first response in dozens of major police incidents. He was also member of the Senior Management Team and Chair of the Watch Operations Committee. Dave and several members of his team were awarded a Commendation for Bravery by the Officer in Charge for safely apprehending an armed and suicidal male.

Prior to his service on the Watch, Dave was in charge of the Child Abuse and Sexual Offences Unit and a member of the management team on the Major Crime Section. He has extensive experience managing complex investigations and expertise in both investigative and child interviewing. His teams were twice awarded Commendations by the Officer in Charge for major case investigations that included a robbery and forcible confinement of a realtor and the aggravated assault of a child who was left in a vegetative state. His unit also was awarded the Police Unit of the Year Award by the Surrey Chamber of Commerce in 2007.                                                           

Through most of his service, Dave was a member of the RCMP Underwater Recovery Team and held the position of Team Leader for the Vancouver area until 2008. He conducted hundreds of recovery operations for evidence and drowning victims.

Dave has a Masters Degree in Public Administration from Carleton University and undergraduate degrees from Queens University.

Operations Support Officer - Inspector Randy Marquardt

Randy joined the RCMP in 1982 after completing his tenure as a Summer Student in Stony Plain, Alberta. He was part way through the Law Enforcement Program at Grant MacEwan College in Edmonton when he learned he was accepted into the RCMP. He has an extensive operational policing background as an investigator and supervisor in plainclothes/covert and uniform functions.

In 1987 Randy was awarded the Medal of Bravery from the Governor General of Canada, the Commissioners Commendation and a Outstanding Police Service award from the Province of B.C. for saving several lives from a burning apartment complex in Coquitlam.

In 2002 Randy received the Commanding officers award from the Alberta R.C.M.P. Commanding Officer for a year long covert operation.

Randy started in Coquitlam where he worked uniform and plainclothes. In 1989 Randy completed a comprehensive language course where he became completely fluent in French. He has worked at the Vancouver Airport, Drug Section, Criminal Intelligence Section, Street Crimes Unit in Langley and Serious Crime Section in Surrey.

Randy received his commission to the rank of Inspector in June of 2009 serving as one of the Duty Officers in Surrey, B.C. In June of 2012, Inspector Randy Marquardt was transferred into the position of Operations Support Officer for North Vancouver Detachment.
